Ohio to Require eBay Sellers to Have Auctioneer Licenses?

According to this article, Ohio may require eBay sellers to obtain auctioneer licenses. This could put eBay out of reach of casual sellers if they are not excluded from the law. Why? Auctioneers must pay for a $200 license, put up a $50,000 bond, attend an auction school, spend a year being apprenticed to an existing auctioneer, and pass both oral and written exams.
